Bulls will spawn randomly but only when a cows spawns. When you enable this mob using config file, cows will not get in love each other. The unique way to get babies is to put bull near 4 cows.

Bulls is ver agressive if you get too close.

How to tame:

You can tame a bull just putting a saddle in it. They are very fast, is very cool to ride a bull!
